Solution:
Try placing an active SIM in the device. This solves the issue by syncing the date and time of the device which allows Samsung to validate the current firmware of the device and stop incorrectly detecting it has a custom OS.
During QR Code Installation I see this message "The security policy prevents the creation of a managed device because a custom OS is or has been installed on this device" but there is not a custom OS on this device Print
